Have maintainers triage #25796 to establish compaction-time delivery, interruption and recovery behavior, then link that scope decision for reconsideration; preserve the reported compaction interruption failure. |

Problem
Steers abort Claude's automatic context compaction. Frequent reports can keep restarting it. Closes #25796.
Solution
I hold inputs until compaction and prompt-start gates allow FIFO delivery. Stop, attachment accounting, and delivery outcomes survive interruption and attempt replacement.
#25837 handles promoting a queued message into a manual
/compactrun; this covers automatic compaction inside a normal turn.Draft awaiting maintainer confirmation of the behavior and scope in #25796. Overlaps #22552; composer changes remain in #24138.
Verification
588 tests and changed-file checks pass on current main. Regression tests failed before the fix and with injected faults.
Adapter fixture: compaction held A/B at one admission; success admitted A then B before any terminal. No live-model run.
Implemented with Claude Opus 5.5 (xhigh) and reviewed with GPT Pro (Pro) and GPT-6.1 Sol (xhigh) in Claude Code, ChatGPT, and Codex via T3 Code.
